Thank you for your quick response.
When you upload a file from another Wikimedia project you must give a l'obligation to the original file. Like this it's easy to check its licence. All the files from Commons are free. And you can use them with no new upload. The files on the projects are generally not free, but are used there thanks to a local "fair use" exception decided by the communauty. As far as I know when don't have such exception. So we can't use there files.

Thanks for your suggestion,
Next time I will pay attention to those files.I should say here most ORIGINAL Chinese media files on the internet inside China are free and are allowed to be used for simple uses(i.e. commercial uses aren't allowed).It's important.

- that's why it's important to give a link to the original file. it's possible we can reuse it, but we must be able to verify it.
