Unblock of Wikileaksdotorg

Hi Hercule. I noticed you unblocked Wikileaksdotorg with the comment "cross wiki abuse can be managed globally". You are correct and it was managed globally (the account is globally locked now), but there were some accounts "unattached" and that means the global lock doesn't work there.
